AB 2047 is law: California will study 3D-printer blocking rules before requiring them

Gov. Newsom signed AB 2047 on Sep 26, 2026 (Ch. 461). It orders DOJ to check quarterly, starting no later than July 1, 2027, for industry standards on 3D-printer firearm blocking technology. Nothing applies to printer buyers today; any sales rule would start a year after DOJ publishes guidance.

California already bars knowingly helping someone unlawfully manufacture firearms, including with a 3D printer. AB 2047 was signed September 26, 2026, and it adds no purchase rule now: it starts a Department of Justice review of whether industry standards exist for 3D-printer firearm blocking technology.

What happened

The official status record shows “Approved by the Governor” and “Chaptered by Secretary of State – Chapter 461, Statutes of 2026” on September 26, 2026. That resolves the gap CA2A flagged on September 10, when the bill was listed only as enrolled with no chaptering entry. It was one of ten firearms bills in the Governor’s September 26 package.

The bill text does not require anything of printer owners or buyers. It directs the Department of Justice to “check on a quarterly basis beginning no later than July 1, 2027” whether ASTM International has published or adopted industry standards for firearm blocking technology for 3-dimensional printers, and if so to publish written guidance or regulations within 24 months. The sales provisions open only “Commencing one year after the department has published written guidance or regulations” (proposed Section 3273.633(c)), and the required checks end if no standards appear by July 1, 2029.

What it means for you

Nothing changes for a California printer owner or buyer today: there is no blocking requirement, no registration step and no new fee. The dates that matter are DOJ’s first quarterly check, due no later than July 1, 2027, and any later guidance, because that guidance is what would start the clock on a purchase rule. The text exempts printers used exclusively to make entertainment props and allows further regulatory exceptions.
